OVERVIEW

The Unified Program (UP) is a consolidation of multiple environmental and emergency management programs and is overseen by the California Environmental Protection Agency (CalEPA). The program protects Californians from hazardous waste and hazardous materials by ensuring local regulatory agencies consistently apply statewide standards when they issue permits, conduct inspections and engage in enforcement activities. Each government agency designated by the State of California as a Certified Unified Program Agency (CUPA) is authorized to apply statewide standards to regulated facilities within its jurisdiction.
